Hill-Top Creative Arts Foundation is a registered arts organisation that is indigenous to Niger State with branches and coordinators in some states in Nigeria. Its primary focus is teen arts. Over the years, it has published numerous teen authors and organised teen arts festivals, one of which is the Nigerian
Festival of Teen Authors, 2017, Minna. It has also been involved in reading campaigns, citizenship education and sexuality education for teenagers.

HIASFEST is sponsored by Alhaji Bala Abdullahi Kwatu in memory of the Late wife of Malam Ibrahim Aliyu, Hadiza Ibrahim Aliyu.The festival comprises of contests in poetry writing, story writing, cultural dance, painting, spoken word, craft, song in english & quiz. There is also a scholarship scheme for two university students in 200L; only. One in engineering and one in the arts. The festival is for schools in the twenty-five Local Government Areas ofNiger State.
